For WMG 2010 Europe, including Eurasia, Russia, Palestine and Israel, can send up to 10 delegates to the finale in Oslo. If any of the other areas fail to fill their quotas any area can make a claim to the Executive Committee in order to be able to send more that their original number of delegates.
